Description of problem:
As a new user to the system, I was looking for a Java image/template to use, I scrolled to the bottom of xPaaS images/templates without finding it and assumed it was not there. It took a long time for me to find the "See all" link in the upper-right of the xPaaS list. The idiom I'm more familiar with is a trigger at the _bottom_ of the list. I would have

Steps to Reproduce:
1. Load enough templates/images/etc into a category to have the "Add to Project" interface truncate its results.
2. Log into web console for a project and "Add to project"


Actual results:
A "See all" link appears in the upper-right of the template/image categorization. 


Expected results:
A prominent link/button at the bottom of the list to show more items.

This bug is no longer relevant in the new catalog experience. The main list doesn't truncate results. You start with all results and filter down to smaller list if you want.

The search dropdown list has a short list based on what you've typed with a "See all results" option very clearly at the bottom of the dropdown list.
