Description of problem:
Once I install some group it is marked as installed. If I remove manually some of the group packages and try to install the group again nothing is installed.

yum-3.4.3-107.el7

How reproducible:
100%

Steps to Reproduce:
1. yum groupinstall 'Development Tools'
2. rpm -e ctags
3. yum groupinstall 'Development Tools'

Actual results:
ctags in not installed

Expected results:
ctags in installed

Additional info:
this work correctly on yum-3.2.29-40.el6
